By the end of the 2017 year, the National Council of science development and technologies and the National Research Fund will start their work in Ukraine. The initiative will help to manage and finance science in the country, as designed during the consideration of the Medium Term Plan of Priority Actions for the Government for the period up to 2020, involving international experts and the members of the public.
The National council will become main government body to deal with the development and coordination of scientific research and innovation politics. In addition, National Research Fund will carry grant support of the science research projects. The support of the research universities, science centers, and labs, academic mobility support, and popularization of the science will become a focus area of the Fund.
The competitive financing of the National Research Fund projects will start in 2018-2020; budgetary financing will also increase (from 200 million UAH in 2018 to 1.0-1.5 milliard UAH per year). There are plans to create a web of state labs by the disciplines and give the research status to the best national universities based on the competition.
The establishing of the National Council and the National Research Fund are covered by the Scientific and technical activity resolution, adopted in 2015. This initiative got a positive assessment from the UE experts engaged in the creation of the Hizon-2020 program.
