Today, the Verkhovna Rada of Ukraine has adopted the Law №6437 “On amendments to the Law of Ukraine” On Education ” on special access of persons with special educational needs to the learning services”, which introduces the possibility of inclusive education. The document should promote learning support for these people, guarantee them the right to education, encourage their personality development, improve health and quality of life, and increase socialization. The decision was supported by 297 deputies.
The law establishes the right to education for persons with special needs and guarantees them the opportunity to get free education in all educational institutions, including state and public, regardless of “disablement diagnosis.” Also, the state guarantees the right to education using the most available methods and ways of communication for these persons.
To obtain the general secondary education there will be set up evening (shift) schools, inclusive and/or special classes for people with special educational needs, as well as classes and groups of full-time, part-time, distance learning in the secondary schools. These special classes are to be formed based on the written request of persons with special needs, their parents or legal representatives.
Also, it is planned to introduce individual training programs for persons with special needs, providing individualization of training, determining the list of necessary psycho-educational, remedial and other services and means necessary for the children’s development. The list of services will be developed by a group of professionals with the obligatory involvement of parents or other legal representatives of the child.
All activities provided by the law will be financed from the budget.
