On Mar. 14, the Verkhovna Rada of Ukraine adopted the Draft Law “On Amendments to Certain Legislative Acts of Ukraine concerning the Procedures of Voluntary Amalgamation of Communities Located in Adjacent Areas.” The document includes the sequence of actions in case of the creation of communities composed of local councils from different regions and the communities amalgamated around the cities of the regional level. The Draft Law was supported by 232 people’s deputies. It is expected that with the adoption of this Law, the Central Election Commission of Ukraine (CEC) will have the reason to appoint the first local elections in more than 30 amalgamated territorial communities (ATCs) expecting this decision for more than a year.
According to the Law, if a community located in the adjacent area joins an ATC, there will be the expansion of the boundaries of the district, where the administrative center of the formed ATC is located. However, an ATC that admits a community of the regional level and a community or communities of the adjacent area does not require changing the district boundaries.
