Within the framework of creating a network of hospital districts, communities will have to repurpose insufficient hospitals to create a single network of medical institutions meeting the requirements of the Ministry of Health. Primarily, volume and quality of services provided by hospitals within a specific district will be analyzed. In turn, the state will order services only in those hospitals, where they meet an appropriate base level of quality.
According to Deputy Minister of Health Pavlo Kovtoniuk, since the state pays for a medical service (within the guaranteed package of medical services) rather than for the “beds,” insufficient hospitals have to be repurposed into the institutions providing the services that are in demand with a community: health centers, rehabilitation and health care institutions, hospices and others.
If local authorities do not support the decision to repurpose the hospitals, they should take care of additional sources of funding of these institutions, since the investments of the government or foreign investors will be directed exclusively to the medical institutions providing a complete cycle of inpatient services rather than to individual hospitals.
