Energy Efficiency Fund is going to be created within the framework of energy reform in Apr. 2017. The Fund will provide state support for public initiatives aimed at energy upgrading of buildings and energy saving. The Fund will provide loans and grants for insulating houses, installing new heating and cooling systems and other energy saving measures.
The draft law “On Energy Efficiency Fund” was approved by the Cabinet of Ministers of Ukraine on Dec. 7, 2016, and on Dec. 27 it was registered in the Verkhovna Rada and referred to the Committee.
Money to finance energy efficiency measures will be received from the state budget and international financial organizations. Thus, residents of private and apartment buildings will get grants to cover 20-50% of costs.
To enable functioning of the Fund, the Verkhovna Rada should adopt three laws: “On housing services”, which will allow the public to make agreements directly with service providers; “On commercial accounting of public services”, which will introduce mandatory installation of meters; “On energy efficiency of buildings”, which will provide a mechanism of obtaining a certificate of building energy efficiency.
