In 2016 for the first time since independence of Ukraine, energy service mechanism in public sector was introduced.
It was reported on Dec. 27 by the head of the State Agency on Energy Efficiency and Energy Saving of Ukraine Sergei Savchuk during the press conference “Energy efficiency and renewable energy in Ukraine: results of the last year and tasks for 2017”.
“ESCO – European instrument of implementation of energy efficiency measures in schools, kindergartens, hospitals, etc. involving only private investments without spending additional budget funds”, – said the Head of the Agency.
The Law on Energy Service was adopted by the Verkhovna Rada in 2015, but in practice such systems appeared only in 2016. Thus, a Memorandum on Cooperation with the State Agency on Energy Efficiency and Energy Saving was signed at the Energy Efficiency Partnership Forum, held in spring 2016 with participation of the Prime Minister Vladimir Groisman.
35 bodies of local government have already decided to implement a system of energy service. As a result, local councils and the State Agency on Energy Efficiency and Energy Saving signed 19 ESCO agreements in four regions of Ukraine. Now, various state institutions are being insulated, hot water supply systems are being upgraded in Odessa, Poltava, Vinnytsia and Kyiv regions.
Energy service market was introduced within the framework of energy reform. This reform is aimed at energy efficiency, competition in some markets and transparency of tariffs, and as a result – at energy independence of Ukraine.
