On June, 14 the Cabinet of Ministers approved a budget resolution for 2018-2020, providing increased funding for all stages of health reform, which will enable the development planning of the industry for 2-3 years ahead.
The Minister of Finance of Ukraine Oleksandr Danylyuk noticed that there will be a transition from maintenance of budget institutions to the financing of high-quality services. “With these funds, it is planned to carry out the payments of primary health care with a single national tariff; and gradually introduce the payment of hospital-based secondary and tertiary care for treated cases”, – said the Minister of Finance.
According to the Deputy Minister of Health Pavlo Kovtonyuk, over the next three years, the budget for a guaranteed package of health services will grow from 55 billion, which is in the medical subsidy today, to 81.2 billion UAH in 2020. Thus the volume of financing of health services to be increased by 25.7 billion UAH. It should be noted that during the first year of the reform (2018) the increase in funding is expected to be by 10 billion and principally used to reform the primary care.
Also, the Government approved the increased funding for the program “Available drugs.” If in 2017, 500 million UAH was allocated for reimbursement of drugs in three areas of diseases, the next year 1 billion UAH to be allocated for the program annually.
