Administrators of medical institutions of all levels will decide themselves, on which needs to spend money first. It became possible due to adoption of amendments to the Resolution of the Cabinet of Ministers of Ukraine № 228 “On approval of drafting, review, approval and basic requirements for implementation of estimates of budgetary institutions.” This decision does not apply only to those institutions that receive funds directly from the state budget. It is reported by the Ministry of Health of Ukraine.
This type of financing was tested in 2012 in Vinnytsia, Dnipropetrovsk, Donetsk regions and Kyiv. Afterwards, positive experience was applied to primary level institutions throughout Ukraine. Transition from financing on expenditure basis to funding for rendered services is being prepared now.
It should be recalled, that from Sept. 2016 state funds for hospitals are allocated not for the number of “beds”, but on the principle “money follows the patient”. Also, from 2017 agreements between a doctor and a patient will be introduced in order to achieve targeted use of public funds. Moreover, within the framework of health reform full medical insurance should be introduced in two years.
