The law about the National Committee providing the regulation in the energy sector and communal services came into force on December 8.
It establishes an independent regulator in the energy market of Ukraine according to the European standards.
The Committee (abbreviation NCRES) regulates the activity of the so-called natural monopolists. They are organizations supplying electric energy, heating, and water, producing oil and gas, processing household waste. Also, the Committee fixes prices and rates in these sectors.
According to the law, members of the regulator are selected by the Competition Committee. Previously, the President appointed them.
To ensure the independence of the Commission, a part of its powers was delivered locally, and it will be funded not from the state budget, but through the dues from the energy market actors.
The Article 11 about funding the regulator’s activity and the Article 13 about the procedure of paying dues for regulation will come into force on January 1, 2017.
