On January 30, the Law “On State Financial Guarantees for Medical Care of the Population” came into force, what marks the beginning of the healthcare reform in Ukraine. It is worth mentioning that the document was approved by the Verkhovna Rada of Ukraine on 19 October 2017. From now on, there are legitimate reasons for making decisions necessary for reforming the primary sector of the health care.
Currently, preparations are being made for the creation of the National Health Service of Ukraine (NHSU), a new body that will conclude contracts with hospitals and actually “buy” from them medical services for the population. The healthcare reform coming into force gives an opportunity to announce competition for the position of the NHSU chairman and two of his deputies. It is planned that the new body will be created by July 2018.
The process of granting autonomy to medical establishments has also started. It refers to the transformation of hospitals into communal non-profit enterprises. It will enable them to conclude contracts with the NHSU and receive direct state funding for the services provided.
An important element of the reform is the implementation of the electronic healthcare system, which currently runs in the test mode. In turn, medical establishments providing primary health care should choose a medical information system (MIS) and connect to the general electronic system. Besides, they have to ensure that the material and technical support corresponds to the requirements of the Technical Equipment Sheet.
Also, since April 2018, Ukrainians will be able to choose family physicians and sign declarations with them. Previously, this process was in pilot mode.
