On June 22, the Verkhovna Rada has adopted the Law “On Commercial Accounting for Thermal Energy and Water Supply”, which defines the basis and provision of commercial, including distributive, utility bills accounting.
“This law establishes a mandatory heat and water accounting in the country. Due to accounting, the population will pay only for consumed resources, and not according to the norms “, – commented on the law adoption the Head of the State Agency on Energy Efficiency and Energy Saving Serhiy Savchuk. According to his words, the accounting will allow controlling the effectiveness of implementation of energy efficiency measures and will help to reduce the consumers’ costs for the payment of utilities.
The law provides for the buildings be properly equipped with accounting units and engineering facilities. Such equipment and relevant design documentation do not require the issuance of technical specifications and other requirements, agreed by authorities, operators of external engineering networks, utility providers.
At the same time, the law prohibits the connection of buildings that are not equipped with commercial accounting units to external engineering networks.
It is envisaged that local governments, within the framework of approved programs, may allocate funds from local budgets for equipping buildings with accounting units of the thermal energy.
