Today representatives of the Government and NGOs signed a memorandum on support for the initiative of the United Nations International Children’s Emergency Fund (UNICEF) and the Ukrainian public association “National Assembly of Disabled People of Ukraine” as for the implementation of the national platform of early intervention. The initiative aims to provide communication between the public members and the government to help families with small children up to four years old with a disability, developmental disorder or genesis risks. According to experts, such assistance may require almost 250 thousands of children in Ukraine.
Early Intervention Platform, to be established under the Memorandum, will deal with the analysis of international experience in providing such assistance; provide recommendations on making legislative amendments and enhance public awareness about early intervention. It aims to provide opportunities to families who need such assistance, were able to get the skills necessary to ensure the best conditions for the child’s health, his development and education, and in the future – better integration into society.
According to the Vice-Prime Minister of Ukraine Pavlo Rozenko, this platform –is just the beginning, in the short term there will be an approximation of Ukrainian legislation to European standards, improvement of the early intervention system, including the provision of social, medical and educational services in accordance with children’s needs.
