On April, 13 the Verkhovna Rada adopted the draft law “On amendments to some legislative acts of Ukraine on improving conditions for construction activity”. The purpose of the changes is to simplify the process of obtaining necessary permits for construction and reducing their number, as well as improving the quality control of the process.
According to the Deputy Minister of Regional Development, Construction and Housing Lev Partskhaladze, the adoption of this law will allow Ukraine to rise to 2 positions in the overall ranking of business dealing easiness Doing Business and involve additional 1.2 billion dollars of investments in the Ukrainian economy.
The draft law abolishes the obtaining procedure of technical conditions of fire and technogenic safety, which actually are duplicated as they initially considered in the State construction codes at the design stage. Also, requirements to construction performers, which determine higher education and three years of professional experience, to be set.
At the same time, the document establishes the legal conditions in order to improve data collection of the state statistical reporting as for putting into service of completed construction projects.
