Yesterday the Verkhovna Rada of Ukraine did not support the draft resolution №6241 on recommendations of parliamentary hearings on “the regulation of agricultural land transaction: search of Ukrainian model.” The document was to launch the land reform in Ukraine. Only 17 deputies voted for the resolution.
According to this decree, the Government had to prepare the Concept of the national model of the agricultural land transaction until June 1, 2017. This document should include:
• powers decentralization to manage the agricultural lands located outside the settlements;
• regulation procedures for vacant land use;
• rural development and improvement of rural employment, through the creation of the National State Agriculture and Rural Areas Support Fund;
• implementation of legal mechanisms to protect farmers and prevent the shadow land market, etc.
Also, the executive authorities had to determine the list of land parcels which could be put up on sale after the opening of the land market and determine the legal status of lands’ prospective buyers.
According to the text of the resolution the participants of the parliamentary hearings recommend to the Verkhovna Rada to immediately consider during the second reading the Bill №4355 “On amendments to certain legislative acts of Ukraine regarding the broadening of powers of local government on land resources management and strengthening the state control over the use and protection of lands”. Also, it is recommended to ensure the adoption of other bills aimed to create the legal system of market circulation of agricultural lands.
It should be reminded that the cancellation of a moratorium on the sale of agricultural lands is one of the requirements of the International Monetary Fund. In particular, the Verkhovna Rada undertook obligations to approve the bill by the end of May this year. Under these conditions, the sale of land should be possible by the end of 2017.
