This week, the Project Office responsible for the development of the National Healthcare System (eHealth) transferred its rights to the Ministry of Health Care of Ukraine. On February 5, the corresponding document was signed by the acting Minister of Health Uliana Suprun. It is worth mentioning that the Project Office was created by such public organizations as Transparency International Ukraine and the All-Ukrainian Network of PLWH and was financed by international donors.
Further, the development and implementation of the electronic system will be carried out by the state-owned commercial enterprise “Electronic Health”, which was specially created in December last year. Among its primary tasks will be holding a competition for the position of director and team formation, implementation of the next stage of the system development, and approval of the business model. It is noteworthy that the future team will also attract developers from the Project Office.
The eHealth system has been functioning in test mode since September 2017. Currently, it has more than 700 of registered healthcare establishments, 5 thousand doctors, and about 30 thousand patient declarations. So far, participation of medical institutions in the project is voluntary.
The introduction of the eHealth system will be gradually implemented over the next several years. The first step will be the introduction of the electronic system on the primary sector.
The system will comprise two components: a central component responsible for the storage and processing of information and medical information systems (MIS) that will be installed in hospitals.
