Today at the plenary session of the Verkhovna Rada the Prosecutor General of Ukraine Yuriy Lutsenko presented a report on the activities of prosecution authorities for the year. Also, in his speech, he described the main areas requiring increased efforts to combat corruption.
In his opinion, the most corrupt areas are coal industry, customs, and management of public enterprises.
According to Lutsenko, if earlier the embezzlement of funds went through special schemes of mines budget funding, today no less of a threat is the “Rotterdam +” scheme. To fight corruption in this sector, he urged deputies to pass a law on rent of coal mining and other mineral recourses. Such a step had already been done regarding the gas output.
According to the Prosecutor General, to “clean up at customs” there should be introduced data reconciliation of customs clearance with the neighboring EU countries. “And 80% of crime rate will drop!” – said Lutsenko.
According to the Prosecutor General and the National Anti-Corruption Bureau of Ukraine, the most corrupt sphere is the appointment of heads of the state enterprises. Lutsenko urged deputies to make a decision on privatization of Tsentrenergo, UkrHydroEnergo and other public enterprises which have problems with paying taxes.
