The State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE) and the Verkhovna Rada Committee on Fuel and Energy Complex approved Draft Law №4595 at a meeting of the Committee yesterday. The draft law aims to bring Ukrainian legislation on energy efficiency in line with the EU standards.
According to the Draft Law, a range of amendments should be introduced into the active legislation, namely to the Code of Ukraine “On Administrative Offences”, the Law of Ukraine “On Energy Saving”, the Law of Ukraine “On Heat Supply”, the Law of Ukraine “On the Natural Gas Market”.
The maximum amount of sanctions for the violation of efficient operation of fuel consumption equipment should be abolished. Currently, the sanctions amount to UAH 1700 and are not considered to be an adequate measure of responsibility, head of the SAEE Sergiy Savchuk has explained.
Also, the amendments will allow proceeding from control measures to incentive mechanisms. For this purpose the SAEE plans to introduce a draft law that will contain requirements for energy audit and will encourage producers to reduce energy consumption and CO2 emissions.
Moreover, at the meeting of the Verkhovna Rada Committee on Fuel and Energy Complex, the resolution commending the Verkhovna Rada to adopt Draft Law №6081 at the first reading and as a whole was approved. According to the Draft Law, the validity terms of technical conditions of renewable energy objects should be limited for up to 3 years. Sergiy Savchuk believes that setting time limits will encourage investors to complete the construction of these facilities in time.
