The system of “green” tariffs, which was improved in 2015, promoted development of renewable energy in Ukraine and increased the number of private households using solar energy. This was reported by the Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine Sergiy Savchuk at a meeting on difficulties and prospects of “green” energy development in Ukraine, Jan. 23.
In order to solve energy market difficulties, such as uncontrolled backup and energy construction hold, the State Agency on Energy Efficiency and Energy Saving developed a draft law on limitation of validity term of technical conditions for 2 years with possibility of extension up to 5 years. This should encourage companies to complete construction process within the specified period. Meanwhile, strengthened responsibility for non-fulfillment of obligations in time will be provided.
In addition to legislation, the State Agency on Energy Efficiency and Energy Saving develops tools facilitating activity of “green” electricity producers and attracting investors. In particular, the Agency introduced a roadmap for renewable energy development until 2020.
Since Jan. 1, 2017 a “single window” for investors intending to install new energy facilities has been working in the test mode. It is also planned to introduce a “green calculator” and an interactive map of “Ukrenergo” network. These tools should help investors to determine connection cost and receive full technical information on-line.
