State Emergency Service to be reformed

On Jan. 25 Ukraine’s Cabinet of Ministers approved a Strategy on Reforming the State Emergency Service. The document promotes creation of a modern and effective system of prevention of fires and emergency situations. The Strategy should be implemented within three years.

From now on, local governments will be responsible for fire safety of their settlements and territories. According to the Strategy over three years new fire departments will be created and existing ones will be reformed in amalgamated communities. Also technical re-equipment of the State Emergency Service has already started.

Volunteer movement in civil protection field is being formed in regions. Special training will be held for voluntary fire units, which will be included in troop basis in case of emergencies and fires.

Moreover, responsibility of administrators for violation of fire safety at business objects will be strengthened and administrative sanctions will be introduced.

Financing of all Strategy measures will be provided by state and local budgets, and International Technical Assistance.
