Dec. 22 the Ministry of Health of Ukraine together with social organizations and members of public initiative supporting introduction of electronic systems in health care sector signed the second Memorandum on implementation of the E-Health system in Ukraine. This service will help to reform primary health care, based on the principle “money follows the patient” – Uryadovy Kuryer (Governmental Courier) reported.
The Acting Minister of Health Juliana Suprun said that the E-Health system is required for health reform.
“This is the most significant reform over the past 25 years and even more. It changes the entire logic of relationship between the state, doctors and patients. We must move quickly in order to make health care reform successfull. “- she added.
According to the approved roadmap, introduction of electronic systems in health care sector will be implemented in four stages in 2017-2018. The first stage – creation of a pilot resource supporting reform of financing of primary health care systems. The second stage – introduction of additional electronic tools for people to return money for medicines and to refer a patient for diagnostics. The third and fourth stages – implementation of the E-Health system, adding new tools, introduction of additional services containing patient medical information. The first pilot version of the product is expected in two months.
Implementation of the E-Health system is one of the elements of health reform. Other reform elements include compulsory health insurance, introduction of disease prevention measures and improvement of emergency service system.
