On December 6, the Cabinet of Ministers of Ukraine adopted a decision to create the State Service of Education Quality (SSEQ) that will monitor the process of adherence to the educational standards in the country. The State Inspectorate of Educational Institutions laid the foundation for creating the new agency. Unlike its predecessor, the State Service of Educational Quality will have more explicit authority and a system of regional representations.
According to Ukraine’s Minister of Education and Science LiliiaHrynevych, the new agency will be an ideologically new body, the main purpose of which will be not to “punish the guilty” but to aid educational establishments, administration, and teaching staff in improving their work quality and upgrading students’ academic achievements.
Ukraine’s new education law envisages that the institutional audit will be the main instrument of state monitoring of schools, which be carried out once in ten years by workers of the local SSEQ bodies. The purpose of the inspection is to evaluate quality of education in a specific educational institution and provide recommendations relating to the ways of its improvement. Moreover, the recommendations are expected to adjust the educational and managerial processes to legislative requirements and licence conditions.
According to the Law, the State Service of Education Quality will be legally liable to demand from local authorities and local bodies of education administration to eliminate violations and execute legislative norms in the educational sphere.
Over the next two months, Ukraine’s Ministry of Education and Science is obliged to submitto the Cabinet of Ministers of Ukraine a draft of the Statute on the State Service of Education Quality and proposals regarding its allocation.
