On Feb. 8 Ukraine’s Cabinet of Ministers adopted a decision to extend the state program on energy efficiency for 2017. The document allows population, condominiums and housing cooperatives to receive loans for insulation of houses and other energy efficiency measures. 400 million UAH will be allocated for the program, Deputy Prime Minister of the The Ministry of Regional Development, Construction, Housing and Communal Services, Hennadiy Zubko, said during a government session.
Since the beginning of the program the population received 163 thousand loans amounting to 2.7 billion UAH, Hennadiy Zubko reported. Nearly 1.16 billion UAH were compensated by the Government.
Commenting the decision of the Government, Head of the State Agency on Energy Efficiency and Energy Saving, Serhiy Savchuk, mentioned that conditions for granting non-repayable financial assistance weren’t changed. Thus, 20% refund will be provided to install “non gas” boilers. 35% – will be given to insulate individual housing and 40% – will be received by condominiums. However, people who receive subsidies and belong to these condominiums will get 70% refund.
However, the list of banks participating in the program has been expanded. According to Serhiy Savchuk, from now the “warm loans” program will be supported not only by Oshchadbank, Ukrgasbank and Ukreximbank, but also by Privatbank. Attracting one more large bank to the program will strengthen competition among banks, and as a result the cost of loans to households and condominiums will be reduced.
Moreover, this year mandatory commercial accounting for activities on heating modernization of apartment buildings will be introduced. These measures are necessary to monitor the actual energy consumption of a building and assess the efficiency of the implemented measures.
It should be recalled, that the program “warm loans” is implemented within the establishment of the Energy Efficiency Fund which is planned for Apr. 2017.
