Being launched by the Russian Federation with the annexation of the Crimea and the intervention of Russian troops in the eastern regions of Ukraine, the war in Ukraine has been lasting since 2014. In terms of the constant military aggression, threat to the national security and territorial integrity, a reform of the defense and security system is essential for the preservation and development of Ukraine as a sovereign and independent country.
The reform of the defense and security system started from reforming the Armed Forces of Ukraine at the end of 2014. In order to work out alternative proposals for government and promote the reform, the Center for Army, Conversion and Disarmament Studies (CACDS) initiated the establishment of a non-governmental Expert Council.
The reform is aimed at modernizing and upgrading the military and special equipment of the Armed Forces of Ukraine, enhancing its combat readiness, improving the system of military training, optimizing the structure and strength of the army, gradually bringing the personnel and technical staff of the Armed Forces into accordance with NATO standards by 2020. In 2015, the Ministry of Defense prepared and approved the National Security Strategy of Ukraine. Moreover, a new system of military training that is close to NATO standards was introduced.
The National Security Policy of Ukraine approved by the Strategy include the following principles:
➤ restoration of the territorial integrity of Ukraine,
➤ creation of an effective security and defense sector,
➤ improvement of the national defense capability,
➤ reforming and development of intelligence, counterintelligence and law enforcement bodies,
➤ reforming of the public administration system, new quality of the anticorruption policy,
➤ special partnership with NATO,
➤ providing of the national security of foreign policy, as well as of economic, energy, environmental and information security.

➤ Adoption of the State Program on Reforming the Armed Forces for the period until 2020.
➤ The National Security Strategy identified the need for financing of the National Security and Defense sector of Ukraine in the amount not less than 5% GDP each year, 3% of which should be allocated for the defense in accordance with the Military Doctrine of 2015.
➤ Creation of the National Coordination Center for Cyber Security.
➤ Creation of the national enterprise “Ukrspetszviazok”.
➤ Improvement of a coordination mechanism for the security and defense sector.
➤ Foundation of the Military Cabinet of the National Security and Defense Council of Ukraine (NSDC), the Main Situation Center of Ukraine. Creation of a network of situation centers of the security and defense bodies under the leadership of the Main Situation Center of Ukraine.
➤ Activation of the practical cooperation with NATO as well as taking measures to implement the Alliance standards in the defense and security sector of Ukraine.
➤ Establishment of fruitful cooperation with “Rand Corporation”, a leading American consulting company in the field of security and defense.
Measures to be taken:
➤ Creation of a program for the professionalization of the Armed Forces of Ukraine.
➤ Creation of a defense force management system meeting the principles adopted in the states – members of NATO.
➤ Updating the hierarchical structure of the Armed Forces to ensure democratic civilian control.
➤ Appointment of a civilian Minister of Defense of Ukraine, Deputy Minister, State Secretary and heads of structural departments of the Ministry of Defense of Ukraine.
➤ Development of the national algorithms, measures and procedures to protect the information in electronic form on the basis of NATO and ISO/IEC standards.
➤ Improvement of the effectiveness of the existing anti-corruption bodies and independent supervisory institutions in order to reduce corruption risks in the activity of defense forces.
➤ Creation of an integrated procurement system in the Ministry of Defense of Ukraine.
➤ Creation of a medical provision system to provide appropriate medical support of all tasks of the defense forces.
➤ Improvement of the military education and training system.
➤ Improvement of the level of professional training of officials of the military government bodies, their responsibility for management decisions.
