The primary task of the reform is to bring education in Ukraine to a new qualitative level. The education reform includes: higher education reform, which involves the introduction of autonomy for universities, the fight against plagiarism, the implementation of European standards for academic degrees; secondary education reform, lying in the introduction of a 12-year system of education, profession-oriented high school, appropriate certification of teachers; preschool education reform, involving simplification of the requirements for establishing private kindergartens.
Raising the prestige of the teaching profession is also an integral and important part of the reform. For this purpose, it is planned to increase teacher salaries and improve the level of their training and retraining, to raise the requirements for taking a degree of associate professor and professor.
According to the Concept of the Development of Education in Ukraine for the period of 2015–2025 prepared by the Ministry of Education and Science of Ukraine, the principal tasks of the reform are the following:
➤ bringing the structure of education in line with the needs of modern economy and Ukraine’s integration into the European economic and cultural space,
➤ ensuring compliance of the content of education with the needs and challenges of modern society, creation of favorable conditions for its continuous updating, transformation of education into the engine of the knowledge economy,
➤ ensuring equal access to quality education for all citizens of Ukraine,
➤ reforming the system of training and retraining of teachers and administrative staff of the educational sector, implementation of high social standards for the employees of the educational sphere,
➤ reorganization of the system of management and financing of education through decentralization, deregulation, implementation of institutional, academic and financial autonomy of educational establishments, commitment to the principles of responsibility of educational institutions according to the results of the educational activity.

➤ Approval of new programs for elementary school: complicated topics were removed, approaches to teaching English were changed.
➤ Modification of the system of financing schools, increase of teacher salaries.
➤ Alteration of health requirements for establishing kindergartens.
Measures to be taken:
➤ Setting up the National Agency for Quality Assurance in Higher Education.
➤ Transfer of schools to the 12-year system of education with profession-oriented 10-12 grades.
➤Replacement of the authoritarian school with a school supporting equal relationship between teachers and students.
➤ Providing private schools with the access to public funding.
➤ Introduction of an independent assessment – mandatory or voluntary certification of teachers.
➤ Approval of new types of secondary education: formal (school), non-formal (without diploma), informal (self-education), individual (extern, family), dual (with production).
➤ Transfer of preschool education (kindergartens) to funding from local budgets.
