Electoral law reform aims to establish the stable and transparent electoral system that will help to renew political elites, develop internal party democracy and prevent excessive factional fragmentation. To achieve these goals within the reform it is planned: to introduce the proportional electoral system with open lists at the parliamentary elections, to renew the existing legislation on local elections to ensure efficient political representation at the local level, to start public funding of political parties and to ensure transparency of political funds.
As the reform provides inevitable punishment for violation of electoral law, there should appear an efficient and transparent Central Election Commission (CEC) in Ukraine. For this purpose, it is necessary to institutionalize cooperation of the expert community and public with the CEC, to establish a Public Council of the CEC, to ensure constant control over efficiency and transparency of the CEC activity. Moreover, occupying positions in the CEC for an indefinite term should be excluded.
Government bodies responsible for the reform: the Verkhovna Rada of Ukraine, the National Agency on Corruption Prevention, the Central Election Commission.

➤ Adoption of laws and regulations that ensure public funding of political parties and introduce new requirements for their financial reports.
Measures to be taken:
➤ Adoption of the developed draft laws.
➤ Drafting amendments to the Criminal Code of Ukraine, the Criminal Procedure Code, the Code of Ukraine on Administrative Offenses concerning strengthening of responsibility for violations of the electoral law.
