In May 2015, the Cabinet of Ministers of Ukraine adopted the Strategy of Public Administration Reform for the period of 2016-2020. The strategy is aimed at the development of public administration according to the European principles. This reform is directly related to the Cabinet of Ministers of Ukraine, the ministries and central executive bodies (CEBs).
Since the reform launch, a national network of Administrative Service Centers (ASCs) has been created in all regions, the system of payroll accounting for civil servants has been changed, new categories of civil servants have been introduced and their selection is carried out in the form of open competitions. The newly created Commission on Senior Civil Service has started the selection of state secretaries for the ministries and candidates for leading positions in the CEBs and local state administrations.
Public administration reform includes:
➤ civil service reform,
➤ reform of the executive power system – the Cabinet of Ministers and central executive bodies (CEBs),
➤ reform of the system and order of rendering administrative services.

➤ Selection of officials of the highest category “A” by the Commission on Senior Civil Service, which is 25% composed of public members.
➤ Announcement of competitions for the post of state secretaries in eight ministries in Oct. 2016.
➤ Operation of the ASCs under the local councils according to the principles of a “single window” and “transparent office” to avoid corruption in all regions of Ukraine.
➤ Electronic document flow implementation at the Secretariat of the Cabinet of Ministers of Ukraine from Aug. 15, 2016
➤ Introduction of general rules of ethical behavior for civil servants and local government officials.
Measures to be taken:
➤ Legislative separation of the responsibilities of ministers and secretaries.
➤ Optimization of the number of government officials and quality of their work.
